Mr. Hoang Mai (Brossard—La Prairie, NDP): Mr. Speaker, first I would like to say that I will be sharing my time with the hon. member for Louis-Saint-Laurent.

It is my pleasure to rise today to speak on Bill S-9, Nuclear Terrorism Act.

Mr. Hoang Mai (Brossard—La Prairie, NDP): Mr. Speaker, the new Champlain Bridge will be the most important initiative in my riding and my region. It should include LRT. The mayors of Brossard, Longueuil, Boucherville, Saint-Bruno, Saint-Lambert and Montreal all agree. More importantly, the people are on board.

The choice of the public transit system is of provincial jurisdiction, but the federal government has a key role to play. Quebec and municipalities must have the necessary funds.

Mr. Hoang Mai (Brossard—La Prairie, NDP): Mr. Speaker, day after day, the Conservatives would rather insult Canadians' intelligence than govern. Like good little parrots, they read the lines written by the Conservative politburo, without even changing a comma.

Mr. Hoang Mai (Brossard—La Prairie, NDP): Mr. Speaker, it is time for the Conservative government to show some leadership on the issue of reducing greenhouse gases and to explore the technologies of the future.

I am extremely proud of some of the truly innovative companies in my riding of Brossard—La Prairie that are finding ways to strike a balance between economic and environmental interests.

 Madam Speaker, 1,264 Quebeckers, including 16 children, are waiting for an organ transplant. In Quebec, the child who has lived the longest with an artificial heart is a courageous young man in my riding of Brossard—La Prairie. His name is Vincent Lambert and he is 15.
